The procedure for accession to the public telephone network operators for the Crimea will be simplified



Moscow, August 10, 2016. - The Ministry of Communications and Mass Communications of the Russian Federation intends to simplify the procedure for connection to the public telephone network for fixed and mobile operators in the Republic of Crimea and Sevastopol. The relevant draft ministerial order is placed on the federal portal of the draft regulations: http://regulation.gov.ru/p/51052. According to the draft order, for telecom operators Crimea connection to the public telephone network at a zonal level, it will be possible not only in the subject of the Russian Federation as required by applicable requirements for the construction of public communication telephone network, but also in the Krasnodar region. This simplification is designed to create favorable conditions for the integration of the Crimea from the Russian telecom operators PSTN connection.

The draft order provides for amendments to the current version of the requirements to telephone network of general use, approved by Order of the Ministry of Information Technologies and Communications of the Russian Federation №97 «On the approval of the telephone network construction requirements of public communication" on August 8, 2005.

Recall work on the integration of the Crimea even RF communications infrastructure started in early spring 2014. To date, the inhabitants of the peninsula provided a fiber optic communication channel, laid across the Kerch Strait, in the Crimea there are three mobile operators providing data services on mobile networks in the standards of the third (3G) and fourth generation (LTE). According to the Ministry of Communications developed by the Russian Government Resolution №1326 «On the Specifics of communication services in the Republic of Crimea and the city of Sevastopol" of 5 December 2014, the issuance of licenses and permits for the right to use radio frequency spectrum and numbering resources was carried out in a simplified manner and in a short time. In addition, the organization of communication, acting on the territory of Crimea, in 2014-2015 were exempt from fees for the use of radio spectrum in the district. Decree of the President of Russia Vladimir Putin №375 from 28 July 2016 abolished the same decree Crimean Federal District was included in the Southern Federal District.
